I found this idea here. I love using busy bags. Cut fish, water, seagrass, rocks etc. Attach the googly eyes and the paper clips to the fish. I simply used tacky glue but for a permanent option, you could use a glue gun. See how quickly you can catch the fish, or catch it by color.
